RESUMO

El 26 de julio del presente año 2019, se cumplirán 50 años de la lamentable desaparición fisica, a los 69 años de vida, de uno de los más destacados médicos del Perú, salubrista, leprólogo, intelectual vanguardista y humanista, el Prof. Dr. Hugo Pesce Pescetto (1900-1969). En el presente artículo se presenta una nota recordatoria sobre su destacada trayectoria y los homenajes póstumos que recibió.


On July 26 of the present year 2019, 50 years of the unfortunate physical disappearance, at 69 years of life, of one of the most outstanding doctors of Peru, salubrious, leprologist, avant-garde and humanist intellectual,Prof. Dr. Hugo Pesce Pescetto (1900-1969). In the present article a reminder note is presented about his outstanding career and the posthumous tributes he received.

En este artículo se rinde homenaje a tres personalidades médicas peruanas: José Neyra Ramírez (1929-2012), Abelardo Tejada (1931-2013) y Oscar Romero Rivas (1929-2011), se destaca sus valiosas contribuciones en el campo de la Dermatología Tropical y de la Medicina Sanitaria en beneficio de la salud pública y de la docencia medica peruana. Se hace mención de la constitución de un grupo de jóvenes investigadores a los que se denominó ôLos Anacoretasõ, quienes con el apoyo de los profesores Hugo Pesce, Enrique Encinas, Juan Francisco Valegas en Lima y Enerst Nausk y Víctor Manchego en Alemania, con la participación del gobierno peruano y de Alemania, promovieron e hicieron realidad, el proyecto de crear el primer centro universitario de investigación de medicina tropical de la costa pacífica de América Latina denominado ôInstituto de Medicina Tropicalõ Daniel A. Carrión de la Universidad Nacional Mayor de San Marcos de Lima (IMT/UNMSM).


This article pays tribute to three Peruvian medical personalities: José Neyra Ramirez (1929-2012), Abelardo Tejada (1931-2013) and Oscar Romero Rivas (1929-2011), highlighting their valuable contributions to the field of Tropical Dermatology and Health Medicine that benefited public health and Peruvian medical education. The article mentions the formation of a group of young researchers called ôThe Anacoretasõ, including professors Hugo Pesce, Enrique Encinas, Juan Francisco Valegas in Lima; and Enerst Nausk and Victor Manchego in Germany, who, with the support of the Peruvian and German governments promoted and created the first university research center of Tropical Medicine on the Pacific Coast of Latin America called Daniel A. Carrion Tropical Medicine Institute at Universidad Nacional Mayor de San Marcos in Lima (TMI/UNMSM).

In this paper, historical reference is made about legal provisions for recognition of the training and certification of medical specialists in Peru through university programs provided since 1928 and culminating in 1973 with the legal authorization by the relevant state authority to implement the Second Specialization Program in Human Medicine and to grant the Certification of Specialist in the Name of the Nation upon completion of a university residency program and specialized training by the “regular modality”, and the recognition by the university with the “non-regular modality”. In Peru it has been established to the present that the Professional Certifications of Specialists in Human Medicine “in the Name of the Nation”, both in “regular modality” as well as in “non-regular modality”, can only be granted by public or private universities authorized for this mission and, besides, no other public or private institution can claim this role that corresponds exclusively for the Peruvian University.

En el presente artículo se hace referencia histórica a las disposiciones legales de reconocimiento de la formación y titulación de los médicos especialistas en el Perú mediante programas de estudios universitarios, previstos desde el año 1928, que culminaron el año 1973, con la autorización legal de la autoridad pertinente del Estado, de implementar el Programa de Segunda Especialización en Medicina Humana y a otorgar el título de especialista a nombre de la Nación al término de un programa universitario de residentado y capacitación especializada mediante la ômodalidad escolarizadaõ y el reconocimiento universitario de la ômodalidad no escolarizadaõ. En el Perú quedó establecido hasta la actualidad, que los títulos profesionales de especialista en medicina humana a nombre de la nación, tanto en la ômodalidad escolarizadaõ como en la ôno escolarizadaõ solo pueden ser otorgados por las universidades nacionales o privadas autorizadas para esta misión y que, además, ninguna otra institución pública o privada puede arrogarse esta función que corresponde exclusivamente a la universidad peruana...
